The Authority’s responsibilities are carried out by a Board of seven (7) Commissioners appointed by the Governor and two cabinet officers serving ex-officio -- the Commissioners of Transportation (a voting member) and Commerce, Economic Growth and Tourism (non-voting).  The Executive Director reports to the Board of Commissioners.

The organizational structure of the SJTA was revised in 2005 to reflect the expanded services and facilities of the Authority as follows:

The Executive Department includes such functions as Human Resources, Affirmative Action, Benefits and legal and labor counsel.  Reporting to the Executive Director are the Deputy Executive Director and the Director of Policy and Planning.  The eight other departments, each headed by a director, report to the Deputy Executive Director. The nine Departments are:

The Airport Department oversees airport operations including airfield standards and procedures, FAA regulation, terminal safety and security, airline tenant and business opportunities, facility maintenance and service to the one million-plus passengers who use ACY every year.

The Engineering Department is responsible for the design and construction of capital projects including highway capacity improvements, traveler information systems, safety upgrades, structural maintenance, runway and other airfield projects, terminal expansion, environmental mitigation, and facilities maintenance.

The Expressway Department operates the Atlantic City Expressway including maintenance and upkeep of the roadway, fleet maintenance for the SJTA and State Police, State Police operations for the Expressway, towing, and the Expressway Emergency Service Patrol.

The Finance Department is responsible for all accounting and auditing functions of the Authority as well as procurement and payroll.  It is also responsible for directing all financial transactions undertaken by the Authority such as debt issuance, refinancing, and long and short term investments.

The Information and Tolls Technology Department develops, operates and maintains the software, hardware and telecommunications systems of the SJTA including the electronic toll collection system, E-ZPass operations, finance and administration information systems and the Wide Area Network that connects the facilities.

The Marketing/Communications Department informs the public of Authority news and progress, develops and manages advertising and media, acts as liaison with the airlines and negotiates air service development -- furthering its mandate to grow the airport. It handles the release of public information, relays OPRA requests to the appropriate officer, and fosters public and community relations through publications, promotions and outreach programs.

The Policy and Planning Department gathers and analyzes transportation data to direct future investment, and maintains liaison with state government and other agencies.  It also is responsible for strategic planning and economic development.

The Transportation Services Department operates reverse-commute, journey to work transit routes to provide employment opportunities in those areas underserved by transit.  The operations are funded by grants and employer contributions and serve Camden, Gloucester and Atlantic counties. The Department also operates the SJTA's parking facilities and operates parking shuttles in some locations including the Airport.

The Tourist Services Department is responsible for cash toll collection and for traffic management and coordination for large traffic events in Atlantic City.   It also promulgates bus regulations and manages the routes and safety programs for the large number of charter buses coming into Atlantic City each day.
